Only 90% of people can access my port forwarded site

I got a site ( After my recent post on how to do something on my JOS web app, it appears one of the posters wasn't able to access this url. I estimate 10% people can't access it. Does anybody know why this could possibly be happening? There's a large amount of people who can access it. 90% I presume. I use linksys and I port forward on port 8888. No, my ISP ain't blockin' nothin lol. What do you think is happening?
